Community Development Overview

The Department of Community Development administers the planning, zoning, economic development, building permit and inspection, health, and nonresidential code enforcement activities for the Village. The Department carries out these activities in two divisions: (1) Planning and Economic Development; and (2) Building and Inspectional Services.

Planning and Economic Development

The Planning and Economic Development Division encourages economic growth by attracting new businesses and developments to the Village, as well as retaining and expanding existing businesses and developments.  You can read more about Economic Development in that section of our website.  Click here to go to the Economic Development Overview.

Long-Range Planning
(Comprehensive Plan and Village Center)

The Planning and Economic Development Division is also responsible for administering and implementing the long-range land use planning goals for the Village of Hanover Park.  Key reference information is provided via the Village's Comprehensive Plan, which was approved in August, 1998.   In addition to the Comprehensive Plan, the Village approved the Village Center Tax Increment Finance (TIF) District Plan in May, 2001.

Building and Inspectional Services

The Inspectional Services Division protects public health, safety, and welfare by performing periodic health and property maintenance inspections, and inspections of all nonresidential buildings. The Division also performs construction inspections on all new buildings and improvements to assure compliance with building codes. Finally, the Division is responsible for ensuring a safe and sanitary environment for food service and sales and nonresidential properties to enforce the property maintenance and other health-related codes of the Village. Other specific division responsibilities include:

  • Review of all proposed construction in the Village to ensure compliance with applicable construction regulations.

  • Issuing permits for construction and other miscellaneous improvements, including signs.

  • Periodic inspections of all food service and sales and medical facilities to ensure compliance with health regulations.

  • Periodic inspections of all nonresidential properties to ensure compliance with property maintenance regulations.

  • Providing education and technical assistance to residents, businesses, contractors, and other interested parties. This includes training and classes for home improvements and remodeling, electrical repair, and food service and safety.

The Department is open Monday through Friday, 8:00 am until 4:30 pm.  For the convenience of our customers, we are also open until 7:30 pm every Thursday from May through September, and until 7:30 pm the first Thursday of each month from October through April.
