The Hanover Park municipal complex offers residents an array of services.Government in Hanover Park

Hanover Park, Illinois is a suburban community located 30 miles northwest of Chicago.  The Village is located in two counties, Cook and DuPage; four townships, Wayne, Schaumburg, Hanover, and Bloomingdale; seven school districts, District 93, District 20, District 211, District 54, District 108, District 87, and District U-46; three park districts, Hanover Park Park District, Schaumburg Park District, and Bartlett Park District; and two library districts, Poplar Creek and Schaumburg Township Library Districts.

The council-manager form of government was adopted in 1971 in Hanover Park.  Council-manager government is the most common form of government that provides for professional management.

In the Village of Hanover Park, the President/Mayor and six Trustees, who are elected at large, are responsible for making policy decisions and providing legislative action.  The President and Board of Trustees hire a professional manager who has management expertise and problem-solving skills.  The Village Manager oversees the day-to-day operations of the Village and its employees.

Council-manager government thus combines the strong political leadership of an elected mayor and council with the strong managerial expertise of a manager.

Home Rule Municipality

The Constitution of 1970 accorded municipalities with a population of more than 25,000, and those municipalities which adopt home rule by referendum, substantial powers independent of state legislative grant; these powers are called "home rule".  The 1970 Constitution also grants a limited number of inherent powers to municipalities with a population under 25,000, so-called "non-home rule" units of government.  Hanover Park is a Home Rule Community.

A home rule unit may exercise any power and perform any function pertaining to its government and affairs including, but not limited to, the power to regulate for the protection of the public health, safety, morals, and welfare; to license; to tax; and to incur debt.
